Last week, MBA submitted a comment letter to FHFA on its proposed updates to the GSE’s Duty to Serve regulation, expressing broad support for the agency’s effort to streamline and modernize the program while recommending several targeted improvements. MBA urged FHFA to take a measured approach to expanding the definition of manufactured housing, ensuring it accommodates innovation in factory-built housing without creating uncertainty for lenders or the GSEs. We also encourage FHFA to coordinate implementation with other, other federal housing initiatives and account for operational challenges related to state titling and affixation laws. In addition, MBA recommended retaining the current sixty-day public comment period for DTS plans, providing greater flexibility for the GSEs to adjust their three-year plans when market conditions change, and adopting a do-no-harm approach to ensure the new framework strengthens rather than inadvertently limits the GSE’s ability to support manufactured housing, rural communities, and affordable housing.
