Theodore Tozer has served as the President of Ginnie Mae since February 24, 2010. Under the leadership of President Tozer, Ginnie Mae expands affordable housing finance in America by linking domestic and global capital to the nation’s housing finance markets, funding the administration housing initiatives through FHA, VA, and RHS lending.
With over 30 years of experience in the mortgage, banking, and securities industries, Tozer actively manages Ginnie Mae’s $1.5 trillion portfolio of mortgage-backed securities (MBS) and more than $460 billion in annual issuance.
Before obtaining the position of Ginnie Mae President, Tozer served as Senior Vice President of Capital Markets at the National City Mortgage Company (NCM) for more than 25 years. During his tenure at NCM, the company was consistently profitable with growth in annual loan sales from $1 billion in 1989 to $106 billion in 2003.
Over his career, Tozer has served as a charter member of the National Lender Advisory Boards of both Fannie Mae and Freddie Mac, chairman of the Capital Markets Committee of the Mortgage Bankers Association of America (MBA) and as a member of the Board of Governors of the MBA.
Tozer received his Bachelor of Science Degree in Accounting and Finance from Indiana University and is a Certified Public Accountant and a Certified Management Accountant.
